Adult Carer Support Plans and Young Carer Statements 

Did you know that all unpaid carers have the right to have a plan completed under the Carers (Scotland) Act 2016? 

Since August 2026, CoWL has been responsible for completing Adult Carer Support Plans (ACSPs) and Young Carer Statements (YCSs). This is an exciting development for our service and allows us to work even more closely with carers to ensure their needs, views, and goals are recognised and supported. 

An Adult Carer Support Plan is available to anyone aged 18 or over who provides unpaid care for a family member or friend.

A Young Carer Statement is for young people under the age of 18, or those still attending school, who help care for someone. 

Having a plan or statement completed gives carers the opportunity to talk about their caring role, how it affects their day-to-day life, and what support may help them achieve their personal outcomes. It also helps identify any support needed to maintain health and wellbeing, continue education, employment, social activities, or simply have a better balance between caring and other aspects of life. 

A completed plan can: 

  • Help you understand your rights as a carer. 

  • Identify support that could make your caring role more manageable. 

  • Record the outcomes that are important to you. 

  • Ensure your caring role is recognised and taken into account by services. 

  • Highlight any support needs you may have now or in the future. 

  • Support conversations about short breaks, wellbeing, education, employment, and personal goals. 

The process is straightforward and centred around what matters most to you. A member of our team will meet with you, discuss your caring role, and work alongside you to complete your plan or statement.
